Your website should be upgraded at least once a year to keep its code and software up-to-standard. Minimally, the code has to be adjusted to keep it as close to w3.org standards as possible...with respect, of course, to scripting and usability requirements. Software upgrades and modernization are beneficial because programmers are always working to improve the applications they design and build. Of course, website redesigns and even taking your website and its underlying code and software to a higher level is an option, though a bit more expensive than just modernizing the existing installation.
How often upgrades happen is strictly up to you, the website owner, though the webmaster might suggest an upgrade, especially if there are new browser bugs to consider. Of course, you can request a specific schedule if you prefer, but, please remember that upgrades are always labor intensive, subject to schedule availability, and will create additional cost.
Our suggestion is to upgrade once a year, but sometimes upgrades never happen because the owner chooses to keep the website as is, either to save money or because they just don't think it's necessary for their website. One of the nice things about websites I build is that, no matter how old they get, they still work, even when they were built "way back when". CWSCO is an example of a very old website I designed and built way back in 2000, a website which just keeps on working...always.
